Govt plans to improve quality of education in rural areas

ITANAGAR, Sept 05: The department of education is working hard to improve the quality of education in the state particularly in rural  areas, this endeavor will continue in the days to come, said Education Minister  Bosiram Siram while extending his wishes to state teacher awardees and one national awardee during Teachers day celebration at Banquest Hall here today.

He also expressed his respect to all the teaching community of the state on the occasion and urged the them  to re-dedicate themselves to impart quality education.

Meanwhile, briefing the achievement of the department under his ministership, Siram informed that despite all odd the salary of SSA teachers were enhanced last year and informed that the Government is planning to include SSA teachers in the State Teachers Award from next year.

He further informed that government has enhanced the cash award of State Teachers Award to Rs 15000 from Rs 10,000.

He further said “in order to mitigate the teachers accommodation problems, many teacher quarters and barracks have been constructed in remote areas and 200 teacherquarters for remote areas have been sanctioned in this financial year”. Highlighting the huge accumulation of untrained teachers, Siram informed that almost 1500 un-trained teachers are undergoing in-service training every year and books have been made available in every schools. Briefing about RTE, he called upon the officers and staff of Education department to be dedicated towards commitment to provide efficient, transparent, fair and judicious educational administration to win the admiration of the people.

Parliamentary Secretary Education J K Panggeng also extended his wishes to teaching fraternity particularly to 16 teachers who were conferred with State Teachers’ Award for their meritorious service in education sector.

However, Panggeng expressed his displeasure over the non-performing teachers. He said that many SSA teachers are evading their duties by engaging someone in their place. They are pursuing their higher studies in colleges and staying in state capital without attending their duties in their respective posting place.

He  said such teachers should realize their responsibility of teaching the students with dedication and devotion.

Panggeng further urged the teaching community and the students to maintain cordial relation and peaceful atmosphere particularly in educational institutions so that the motives of education are fulfilled.

Director School Education Bodong Yirang highlighting the importance of Games and Sports appealed to the teaching fraternity to include social importance activities particularly Games and Sports in their school curriculum.

Earlier, Commissioner Education Gonesh Koyu while appreciating the teaching community said that there are lots of teachers who are serving in the remote areas for the last many years, due to their zeal and dedication, we have today numbers of educated people hailing from remote areas of the state.

Regarding state award to teachers, he said our state award is not enough, we need to enhance it and SSA teachers should also be included in this prestigious award to teachers. He highlighted the life and achievements of Dr. Sarvepalli Radhakrishnan.

Amongst other Director Higher and Technical Education Joram Begi and State Project Director, SSA P.N Thungon attended the programme.

Besides paying of floral tribute to portrait of Dr Sarvepalli Radhakrishnan, students from King Cup Public School, Itanagar, Government Higher Secondary School, Itanagar and Government Higher Secondary School Arunadaya presented group songs on the occasion.

No question of unfair means in recruitment process: Police

ITANAGAR, Sept 05: The Arunachal Pradesh Police has dismissed the rumours going around that unfair means are being adopted in the ongoing recruitment for APPBn and IRBn constables.

In a press briefing held in the conference hall of PHQ here today Assistant Inspector General of Police (AIGP) Taba Tusar urged every one not to believe in rumour and said APP is carrying out clean recruitment process.

Explaining in details about transparency being maintained in the recruitment process AIGP Tusar said entire process is computerized and videographed and therefore question of unfair means does not arise.

 “We are following the recruitment process of ministry of home affairs (MHA), Govt of India. Under this process we are emphasizing on seven processes, mainly, digital and height management, biometric authentication, multiple choice question paper, written answer script on OMR format, CCTV and video coverage and lastly compilation of answer script and generation of result using E-recruitment software. It is such a streamlined process that nobody can tamper the selection process,” said Taba Tusar.  

Further he added, “We have collected finger prints of all the candidates during physical test. They were allowed to sit in written exam after matching finger print and written examination was conducted under CCTV surveillance.” Tusar also informed that except the concern superintendent of police of the particular district, rest of the recruitment members comes from other district and therefore reducing the chances of locals influencing the process.

He did agree that some miscreants use such process to make money for themselves by luring those desperately poor families who goes to any extent to get job. “Usually some miscreants go around to all candidates who had qualified for written test and ask them money saying they have contacts with these and that persons. If they collect money from 10 boys and if even 4 boys from that group manage to get job by their own talent, they will claim credit. They return back money to those candidates who could not get and present them some excuse. Candidates should trust their own talent and not waste time and money,” Tusar added.  He called on candidates to contact him personally or police headquarter if they know any such miscreants who are promising them job in return for money adding that their identity will be kept secret.

He added that APP is trying their best to conduct clean recruitment drive and therefore rumours of unfair means are hurting the sentiment of police officials. “If a police officer takes bribe from young boys to be recruited as constable, how can we expect them to respect us after joining force? Infact people of Arunachal will see definite change in the working attitude of Arunachal police in years to come due to the open and fair recruitment process being used by APP,” said AIGP Taba Tusar.  He urged all the candidates not to listen to rumours being spread by miscreants and trust their own talent.

 

 

One fugitive surrenders at Bordumsa

ITANAGAR, Sept 05:  One Bishnu Chakma of Bijoypur Bet Camp under Bordumsa Circle of Changlang district, wanted in connection with Bordumsa PS Case No. 24/2012 U/S 384/34 IPC has surrendered before ADC Bordumsa and OC of Bordumsa police station in the office chamber of the ADC today.

The constant joint efforts put forth by the local administration, local police and Dy. SP Dipankar Mishra (SIT) PHQ Itanagar, camp Namsai compelled the fugitive to surrender, said ADC Kento Riba in a release.  The accused has been handed over to the OC PS Bordumsa by the ADC Bordumsa with a direction to take him into police custody as well as to complete required legal formalities.  With his arrest the Bordumsa police has almost cracked down on the members of the extortionist group operating from Bet Camp, Bijoypur I village in the name of a UG organization by using their letter head to demand ransom from the tea garden owners and business community at Bordumsa. The members are now lodged in police custody at PS Bordumsa in connection with above referred case.

 

 

DC inspects 228 km Anini- Roing road

Anini, Sept 05:  Dibang Valley is in news again due to  recent heavy downpour which caused major damages at Endulin, New Anaya and 16 KM with minor erosions at many locations thereby bringing the road communication to complete halt once again. Miseries hit again when the people of the valley are slowly treading back to normalcy from the sufferings of continuous blockade of three months.

Meanwhile, on August 31 and Sept 1, Abu Tayeng, Deputy Commissioner accompanied by R. T. Khom, DIPRO and M. Miri, DF&CSO travelled the entire stretch of 228 km Anini- Roing road to assess the severity of damages and to meet the BRO officials at their wayside camps to take stock of their problems on ground level. Despite heavy shower BRO was pressing all its available man and machineries in the restoration work. Despite the hardship, the road blockade at various locations were cleared on the second day.

After the complete inspection of the  road, the DC pointed out the shortage of labour force and machineries with BRO as the main reason behind delay and poor quality of work.

DC is of the view that unless the road bypassing the Endulin area is constructed on urgent basis, the frequent road disruption will always be a problem for the transporters and commuters of the District.

The Foot Suspension Bridge constructed at Endulin Nallah is serving the purpose to its fullest for the benefit of the commuters. All the essentials commodities are transhipped through the FSB only. It has become the life line for the residents of Dibang Valley.

According to the official sources, the Awapani MHS Ph-I ( 3x50kw)& Ph-II(2x250 kw) at Alinye  has also suffered damages in the few important components of the power house by the heavy rain thereby causing disruption of power supply for more than 7 hours a day. DIPRO

 

 

Arunachal celebrates Teachers Day

ITANAGAR, Sept 05: Teachers’ Day was celebrated throughout the state with various programmes commemorating the birthday of Dr. Sarvepalli Radhakrishnan.

At Namsai, a mass avenue plantations of ornamental trees and flowers was organised along the divider of the township road.

Finance, Planning and PWD Minister Chowna Mein, MLA  Nang Sati Mein along with public leaders, officer, teachers, and various other NGOs participated in the plantation program.

A brief meeting was also organized in the premises of ADC Office where the Teachers were felicitated by the minister and the MLA.

They have conveyed their best wishes to all the teachers of the sub-division for the sacrifices and devotion in their duties as a teacher. They have also requested them to put more efforts, especially on students of Class-XII (science) to do better in their entrance examinations for various professional courses.

They also directed ADC Namsai to constitute a panel of board to judge the performances of the teachers throughout the year and recommend one best teacher each from both sexes  for state awards.

Principal Govt. Hr. Sec. School, Namsai and many other teachers spoke on the occasion and extended their gratitude to the Minister, MLA and other public leasers for acknowledging the selfless services of the teachers.

At Ruksin,  the ‘Teachers’ Day’ was celebrated at different educational institution with the sub-division with colourful programme.

The occasion was observed at Ruksin Govt Sr Secondary School with great enthusiasm among the students and teachers.

Speaking the occasion, the principal of the school Obing Yomso suggested the student communities to follow the teachings and morals of Dr Radhakrishnan. He urged them to obey their teachers, parents and the elders and maintain disciplinary conducts. He laid stress on good “student-teacher” relationship for better teaching and learning.

Kiran Kumari, Hindi teacher, discussed on various qualities of an ‘Ideal student’ and suggested them that students should work hard and relentlessly maintain all qualities for success in life..

On the occasion, Yashbin Tamuk, a teacher of Political Science, who was selected as ‘best teacher’ for this year, was felicitated.

Celebration of Teachers’ day at various schools has been reported from different parts of the sub-division.

Earlier, teachers, students and other present on the occasionpaid floral tribute to the portraits of Dr S Radharkrishnan.

At Koloriang, 35 teachers were honoured with district education award on the occasion of Teachers’ Day organised by SSA District Mission, Kurung Kumey.

Addressing the gathering on the occasion Deputy Commissioner Rajeev Takuk encouraged all the awardee teachers, the participating teachers, BRCCs, CRCs and principals to work harder in order to bring about a quality education in the district.

DDSE ST Zara emphasized the need of such awards for efficient teachers which would encourage them to work with more dedication.

Over 150 teachers from various govt schools of the district and representatives of various HoDs attended the programme.

DRS KIDS International school, Itanagar observed the birth day of Dr. Sarvepalli Radhakrishnan in a colourful way in presence of members of Board of Directors, teachers, staff and tiny tots. Floral tributes were paid to the portraits of Dr. Radhakrishnan by all.

On this  occasion the teachers and students performed various cultural programme. The teachers also spoke on this occasion In their speech, they stressed on teachers-students relationship for better teaching and learning.

Board of Directors Ilora also spoke on the occasion.

The Kidzee, Niti Vihar celebrated the "Teacher's Day" with the tiny tots.

National fortnight on eye donation awareness prog

TEZU, Sept 05: National Fortnight on Eye Donation Awareness Programme was observed at Auditorium Hall of Government Higher Secondary School, here on August 31. The programme organized by the District Blindness Control Society was well attended by the officials of District Medical, teachers and students of Tezu circle.

R.K. Sharma, Deputy Commissioner-cum-Chairman of DBCS expressed his satisfaction on conduction of such programme where the public and most importantly students are made targets of such awareness programme.

He encouraged eye donation because unlike other organs which are donated live, cornea or eyes can be donated only after death, thus avoiding any risk to life. He said that eyes after death is of no use, therefore, it will be a humane act if we can donate our eye/eyes o someone who have been deprived off to see the light of the world.

Sharma further asked the District Medical to conduct more awareness programme on the importance of eye donation in the district.

Dr. N. Ninu, District Medical Officer-cum-Member Secretary highlighted on the importance of eye donation. She said that as against the annual requirement of 1 lakh of corneas in India, only 15,000 to 20,000 corneas are received on donation. To stop the alarming figures of blindness in the country, she seeked the help of everyone to come forward and pledge to donate eyes after death. This will help someone to see the world with their eyes even after their death.

Dr. A. Wailong, Eye Specialist of District Medical Hospital, Tezu gave a detailed description on eye donation, blindness, its causes and prevention.

Vice-Principal, G.H.S.S, Tezu further requested the department to organize such awareness campaign in the school. This kind of programmes help in broadening the knowledge of students and teachers, he said. DIPRO

 

 

Parl Secy convenes meet on water-supply

KHONSA, Sept 05: The Parliamentary Secretary for IPR Thangwang Wangham and Parliamentary Secretary for Horticulture Honchun Ngandam jointly convened a public meeting at the residence of Chongkhow Chief to discuss regarding implementation of mega water supply project for Longding district today.

While explaining the importance of water to life on earth and safe drinking water for consumption, Wangham urged the villagers to extend their fullest co-operation to the executing agencies for early completion of the project. Wangham also told the villagers not to do jhum cultivation near the water source adding that depletion of forest would have disastrous consequences.

Ngandam, who is the local MLA, told the villagers that the water supply project was got sanctioned from ministry of urban development with great difficulties and asked them to co-operate with the department concerned. He said that once completed the water supply project would solve the water problem in Longding district.

The Chiefs, GBs, Panchayat leaders and public of Wakka, Chongkhow, Chop and Khanu villages attended the meeting. ADC Longding, CO Wakka and HODs also participated in the meeting.

The main water source is situated at Chongkhow village about 45 kms from the Longding headquarters. DIPRO

SDP on computer education

ITANAGAR, Sept 04: A month-long job oriented skill development training programme on computer education under NEC sponsored scheme was inaugurated by Roing EAC A Pertin at ITI Roing yesterday.

Pertin exhorted the trainees and participants to avail the opportunity given by the government with all sincerity and dedication for enhancing their skill through this training.

Highlighting the activity of training programme, Er. Subash Pertin, Principal, ITI Roing informed that the training progamme carried out by the Department of Industrieswould cover computer fundamentals, MS Office and Internet.

All together 25 trainees have already been admitted for 1st batch. He encouraged all the trainees to come forward for acquiring computer knowledge and utilized the optimum facilities provided by NEC.

 

APUCEA demands recruitment process

ITANAGAR, Sept 05: Arunachal Pradesh Unemployed Civil Engineers’ Association has urged the education department to fill up the vacant posts of engineer, draftman and surveyor, which, it said, were created last year.

Claiming that it had also submitted memorandum to the concern department earlier demanding advertisement of the vacant posts, Association urged the authorities to frame recruitment rules and start recruitment within two months to fill up the vacant posts of  AE, JE and Surveyors etc.

 

Society alleges irregularities in recruitment, allegations unfounded & baseless: SP

ITANAGAR, Sept 05: Claiming unfair means allegedly adopted by selection board in recently concluded APP/IRBn personnel recruitment process in Upper Subansiri district,  the Tagin Welfare Society Itanagar today demanded  enquiry and replacement of chairman and member secretary of the selection board.  

In a representation to the commissioner and secretary home, the Society alleged the board members of nepotism and favoritism. It alleged that answer sheets of written test was brought to chairman’ house without proper sealing. The Society further alleged that an ex-army man was also disqualified in physical test without reasonable ground.

When contacted, S P Daporijo termed the allegations as baseless and unfounded. He said that there was no any unfair means adopted during physical or written test. “If any person has evidence of my wrong doing, can go to court and expose it,” SP added. He further stated that even he is ready to face any consequence since he did nothing wrong.

 

Dearth mourned

ITANAGAR, Sept 05:  Tagin Welfare Society Itanagar has deeply mourned the demise of Pitar Dolum who died on Sunday at Heema Hospital here. Late Dolum was serving as assistant mining development officer at Koloriang in Kurung Kumey district.  He is survived by his wife and two minor daughters.  The Society termed his death as irreparable loss to family and society.

 

DA declares bandh illegal

ITANAGAR, Sept 05: The capital complex district administration today declared the proposed 12 hours bandh called by All Arunachal Pradesh Students Union (AAPSU) in support of NESO on September 6 as illegal. In a release district administration stated that bandh calls caused hardship to common people particularly daily wage earners. Further, it maintained that bandh call creates serious law and order problem, and forced administration to engage more forces which involves huge expenditures.

DC capital further clamped 144 CrPC under the  jurisdiction of capital complex during bandh hours and said that any loss of  pubic or private property/vehicle during bandh would be recovered from bandh callers.

 

National award for 2 state teachers

ITANAGAR,  Sept 05:  D K Chaturvedi and Tarun Chandra Bora, both the teachers from Arunachal Pradesh  have been conferred National Award   in recognition of their  meritorious service.  They received the  Award from President of India Pranab Mukherjee  in a glittering function  held at Vigyan Bhawan, New Delhi today. The award carries a silver medal, a certificate of merit and cash award of Rs 25,000.

 

GSU opposes bail to Jumkar Basar murder accused

ITANAGAR, Sept 05: The Galo Students Union (GSU), in a letter to Chief Judicial Magistrate, Papum Pare District, Yupia appealed not to grant bail to any of the accused  in the Jumkar Basar murder case to ensure proper investigation.

Since the accused are habitual offenders, who can commit any crime to subdue the process of investigation, if granted bail, the GSU letter said.

 

Arunachal boy wins Silver in Sub Jr, National Boxing C’ship

ITANAGAR, Sept 05:  Techi Bida of  Ganga Boxing Club won silver medal in the recently held 28th Sub-Junior Boys National Boxing Championship at Akola, Maharashtra.

Bida lost to his opponent from  Services Sports Control Board in the final. This is Bida’s second silver medal in National Boxing Championship.

Gichik Tana, Aguk Juja  and Ghanshyam Chetri won a bronze medal each in the championship.

 

1st phase on FTK Training concludes

ITANAGAR, Sept 05: Three days Field Test Kit (FTK) training for Gram Panchayats of Kurung Kumey District on handling of kit for water quality testing concluded.

The 1st phase training programme was started from Sangram and concluded at Koloriang.

On the inaugural day Sangram, PHE & WS department Executive Engineer Tadar Ukap, briefed about the aim, objectives and important of the FTK to the members of the village water & Sanitation Committee (VWSC ) and public who were present on the training programme.

He also disclosed that the assets created under drinking water supply would be subsequently transferred and handed over to the respective PRIs for its operation and maintenance after imparting proper training to them.

While distributing the kit he said Panchayats should take the responsibility in achieving good water quality in their locality.

 

Workshop on National Nutrition Week

ITANAGAR, Sept 05:  The community food and nutrition extension unit under the Union Ministry of Women and Child Development, Arunachal Pradesh has conducted a workshop on nutrition as a part of the  National Nutrition Week at Institute of Basic Education Building  here today. Altogether 50 beneficiaries from different department  participated in the workshop. This year theme of the workshop is “Nutrition Awareness—key to healthy nation.”

Speaking on the occasion R.T Riba, Director Women & Child Development department urged to promote diet at pregnancy and lactation period. P.E Angu deputy director ICDS Divisional Cell dwelt on the factors which leading to dismal nutritional situation in the country.   

 

Tractor movement banned

ITANAGAR, Sept 05:   The movement of tractors vehicle on PWD road between Parsi-Parlo and Bridgepoint has strictly been banned by the district administration following the complaint of deteriorating road condition lodged by Parsi-Parlo Sangcha Ajin Welfare Society.

In a prohibitory notice, the administration stated that plying of tractor on said road  will make the already deteriorated road worse.

Meanwhile, Parsi-Parlo Sangcha Ajin Welfare Society appealed to the general public to comply the order for the greater interest of society.

 

School library dedicated  to students on Teachers day

ITANAGAR, Sept 05: ASM of Model Village, Taying Kuma today inaugurated the school library at Govt Hr Secondary School, Naharlagun amidst huge gathering to mark the Teachers Day celebration. Kuma and other members present on the occasion also paid floral tribute to the portrait of Dr Sarvapalli Radhakrishnan, the great teacher of the nation.

Addressing the gathering, the ASM highlighted the importance of a library in the school. He urged the students to take full advantage of the library. He also called upon the teachers to follow the ideology and principle of Radhakrishnan and perform their duty with dedication and sincerity.

“Book is our great companion. It plays an important role in shaping the life and career of the students”, said school principal T Tatan. He further said that reading good book helps us to relax our mind and  it gives solace at the time of stress. Life and teaching of Radhakrishnan will continue to inspire the students of our country, he said. The principal also lauded Arunachal Pradesh Khadi and Village Industries Board chairman Taki Taba for donating some amount to the school library.

 

ZPM’s death condoled

Itanagar, Sept 05: The Topo (Lode) Welfare Society expressed deep shock over the sudden demise of Pakde Uli, ZPM of 9th Gusar Anchal Samity in a motor vehicle accident near Doimukh on September 2 while he was on way to Itanagar from Daporijo.

Pakde Uli served Anchal Samity Member of Nguki Uli village before he was elected as ZPM of Gusar Anchal Samity in April 2008. He is served by his wife and 5 children.

The Topo (Lode) Welfare Society conveyed heartfelt condolence to the bereaved family and prayed for eternal peace of the departed soul.

 

Yupia NIT fraternity conducts social service

ITANAGAR, Sept 05: The National Institute of Technology (NIT), Yupia under its ambitious “Clean and Green project” conducted a social service in the vicinity of the institute, which also covered a major portion of Yupia town, to commemorate the birthday of great scholar and educationist Dr.Sharvepalli Radhakrishnan.

Besides the NSS unit of the NIT, the social service was participated by the students, faculty and officers.

The friendly cricket match between Faculty and Students were also played to mark the occasion.

In the meanwhile, NIT family prayed for early recovery of the its Director, who is still in bed rest. The Director met with a road accident on August 21.

 

TDCCC coaching centre inaugurated

KHONSA, Sept 04: The Tirap District Career Counseling Cell (TDCCC) Coaching Centre was formally inaugurated by Tirap deputy commissioner Dr. Sachin Shinde today.

Speaking on the occasion, Shinde told the students that the TDCCC will not guarantee any job but only guide the candidates for various interviews as well as entrance examinations. The onus will be on the candidates to take full advantage of the counseling, he said and cautioned the students to be disciplined.

Dr. Shinde, who is the main force and inspiration behind the formation of TDCCC, is leaving no stone unturned to make it truly functional and result oriented. He has asked the TDCCC members to be proactive in the interest of the budding students

Women account for two-thirds of world’s illiterate population

Great strides have been made during the United Nations Literacy Decade that closes this year. Across the world, individuals, communities and countries have reached out to children, youth and adults to enable them to read, write and transform their lives. As a result, some 90 million young men and women and adults have become literate.

Despite all these efforts,  an estimated 775 million young people and adults around the world still cannot read or write; 122 million children of primary and lower secondary school age remain out of school; and millions still graduate with inadequate literacy skills.  Women account for two-thirds of the world’s illiterate population.  The persistence of such numbers hobbles the efforts to achieve the Millennium Development Goals and to build the inclusive knowledge societies.

In order to move faster to reach the most marginalized and uphold this basic human right, the UN is going to launch a new Education First initiative.  The initiative focuses on three priorities: putting every child in school; improving the quality of learning; and fostering global citizenship.

UN Secretary General Ban ki-moon, in his message for the International Literacy Day on September 8, calls on world leaders and all involved with education to join this initiative. The cost of leaving millions of children and young people on the margins of society is far greater than the funds required to reach the international goals for education.

Lura system : a scientific Mithun management

The article by Nyali Ete on 'Management of Mithun by Galos of Arunachal Pradesh' published in this daily on Monday last is indeed very interesting. Such indigenous management practices of precious semi wild animal species deserve  appreciation and needs to be popularized throughout the Mithun inhabited areas of the state. The Lura system of Mithun management clearly reflects judicious and sustainable management and utilization of Common property resources because a large majority of our farmers depend on such Common property resources (CPR) to feed their animals to make a living. CPR mainly consists of village pastures belonging to the community, panchayats,  revenue and forest land. CPRs are under severe degradation due to unsustainable exploitation and lack of attempt for its regeneration apart from lack of willingness of the custodians of common land.  My best wishes to all the village community for adopting such scientific and innovative management practices.
